The Opportunity

WSDOT is currently seeking a Transportation Engineer to fill a Materials Documentation Engineer position in Vancouver, WA. In this role, you will support the Office Engineer administering the construction contract with material submittal review, acceptance, and approvals. You will also ensure that materials are sampled and tested at the proper frequency, and that materials have been accepted prior to contractor payment. The individual in this position will also have the opportunity to grow their leadership and management skills as they direct and provide training to staff. This position is critical in helping make certain construction contracts are administered according to federal and state requirements thus ensuring that transportation dollars are spent efficiently and appropriately, maximizing the benefit to taxpayers and the community.

What to Expect

Among the varied range of responsibilities held within this role, the Materials Documentation Engineer will :

  • Review technical materials documentation / submittals for conformance with contract requirements.
  • Provide guidance to contractors and field staff on required documentation for acceptance of all materials and proper sampling methods of construction material.
  • Serve as material documentation specialist and provide ongoing training to support staff and or office engineering staff.
  • Maintain Record of Materials (ROM) and bid item list.
  • Review, track, and approve / reject contractor-submitted Request for Approval of Materials (RAMs) and Qualified Product Lists (QPLs); transmit to HQ Materials Lab for processing and approval.
  • Review Manufacturer's Certificate of Compliance (MCC) and Certification of Material Origin (CMO) reports submitted by the contractor, approve or identify deficiencies, and communicate this information to the contractor.
  • Maintain, monitor, and input data in the material tracking program (ROM) and document all approvals, acceptance requirements, field verifications, CMOs, MCCs, and other documentation.
  • Check that materials are documented appropriately on the field note records.
  • Independently review all monthly pay estimates and field notes.
  • Schedule and conduct contract compliance audits through field reviews, contractor office visits and off-site laboratory inspections and assist in the maintenance of audit files.
  • Communicate and coordinate with field inspectors for material approval status, basis of acceptance, number and frequencies of acceptance, and verification sampling and testing requirements.

Qualifications

To be considered for this opportunity, the following competencies are required :

  • Technical Engineering Knowledge : Demonstrated experience applying foundational and advanced knowledge of civil, structural, geotechnical, or transportation engineering principles obtained through education, practical experience, or certification as an Engineer-In-Training (EIT).Ability to apply engineering concepts, standards, and practices to real-world transportation project scenarios, including design, materials, and construction activities.
  • Technical Competence : Skills in performing inspection, testing, and documentation of construction materials to ensure compliance with agency and industry specifications. Ability to interpret engineering plans, specifications, and contract documents to support field and office engineering functions.
  • Analytical and Problem-Solving Skills : Demonstrated experience identifying, analyzing, and resolving technical issues using sound engineering judgment.Skills in evaluating data, test results, and site conditions to ensure compliance with project requirements and recommending corrective actions when necessary.
  • Project Support : Ability to provide engineering support for construction activities, including documentation, quantity tracking, and coordination with project stakeholders. Skills in verifying project work aligns with established quality, safety, and contractual standards.
  • Communication : Skills in communicating effectively with project teams, contractors, and stakeholders in both verbal and written formats. Ability to give guidance or prepare accurate reports, field notes, and correspondence related to construction inspection and materials testing.
  • Teamwork and Collaboration : Demonstrated experience working cooperatively in multidisciplinary teams, contributing to both field and office operations.Ability to support and guide entry-level staff to ensure consistent quality and adherence to procedures.
  • Field Readiness and Responsibility : Ability to perform duties in outdoor environments under varying conditions and travel to project sites as needed. Demonstrated reliability in managing field responsibilities and ability to represent the agency with professionalism.
  • In addition to the above, the following are also required :

  • A valid driver's license.
  • Western Alliance for Quality Transportation Construction (WAQTC) Certification and American Concrete Institute (ACI) in assigned test methods or ability to obtain within first year of hire.
  • It is preferred that qualified candidates also have :

  • Two (2) years of experience reviewing materials for conformance with project material requirements / standards and approving materials for use on construction projects.
  • One (1) year of experience inspecting construction on transportation projects.
  • One (1) year working with Contract Plans, Special Provisions, Standard Specifications, Standard Plans, Construction Manual, and other documents for material documentation requirements.

    Insurance Benefits

    Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

    Retirement and Deferred Compensation

    State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

    Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

    Social Security

    All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

    Public Service Loan Forgiveness

    If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

    Holidays

    Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

    Note : Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

    Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

    Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

    Sick Leave

    Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

    Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

    Vacation (Annual Leave)

    Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

    Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

    Pay status includes hours worked, time on paid leave and paid holiday.

    As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and / or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

    Note : Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

    Military Leave

    Washington State supports members of the armed forces with 21 days paid military leave per year.

    Bereavement Leave

    Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
