Vacation & Sick Leave
At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).
Holidays
The City of Buckeye observes eleven holidays per year : New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.
Retirement
This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12%, per fiscal year.
GENERAL PURPOSE : Under general supervision, performs advanced technical and regulatory compliance work to ensure the City's public water and wastewater systems meet all applicable federal, state, and local requirements. Oversees specialized compliance programs, serves as the City's subject matter expert in assigned focus areas, and provides high-level technical guidance to operations staff, contractors, developers, and regulatory agencies. Work involves significant independent judgment, decision-making, and interpretation of complex regulations.

- Interprets, applies, and enforces federal, state, and local environmental regulations related to public water and wastewater systems.
- Develops, implements, and manages compliance programs, policies, and procedures.
- Serves as the City's primary liaison to regulatory agencies, representing the City during inspections, audits, and enforcement actions.
- Coordinates with engineering, operations, and legal teams to resolve complex compliance issues and integrate regulatory requirements into planning and operations.
- Reviews development plans and engineering submittals for compliance with applicable codes and regulations.
- Conducts investigations of non-compliance, determines root causes, and recommends corrective actions.
- Prepares technical reports, permit applications, enforcement documentation, and regulatory correspondence.
- Maintains compliance databases and reporting systems; analyzes data to identify trends and inform operational decisions.
- Leads and coordinates assigned staff, including work planning, mentoring, and performance feedback.
- Participates in a culture of continuous improvement by providing ideas to management and taking part in Kaizens.
- Performs other related duties as required.

MINIMUM QUALIFICATIONS :
Education And Experience : A bachelor's degree in Environmental Science, Chemistry, Biology, Engineering, or a closely related field; and three (3) years of increasingly responsible experience in water or wastewater compliance, including program administration; or an equivalent combination of education and experience.

Special Requirements and / or Certificates : Must possess and maintain a valid Arizona driver's license.
Possession of a minimum ADEQ Grade II in one of the following certifications within two years of hire :
Physical Requirements and Working Conditions : Standard office environment and exposure to outside elements with possible exposure to hazardous conditions when performing on-site inspections or visits. May be required to lift and carry materials weighing up to 20 pounds.

Do you possess a bachelor's degree in Environmental Science, Chemistry, Biology, Engineering or a closely related field?
Do you have at least three (3) years experience managing compliance programs for public water systems, including regulatory reporting and MSSP plans?
Do you have experience using compliance data tools such as SAMS, NJB Cross-Connection, or other drinking water compliance software?
Are you comfortable interpreting and applying federal, state, and local regulatory policies (e.g. SDWA, ADEQ, EPA rules) in compliance programs?
Do you have experience administering cross-connection control programs, including approving backflow prevention installations and enforcing annual testing compliance?
