The Deputy Assistant Administrator for Acquisition and Business Services provides executive leadership and operational direction to a multifaceted organization with overall responsibility for the Federal Aviation Administration's acquisition services. This position is designated as the FAA Acquisition Executive and the Chief Acquisition Officer. For matters arising under or related to contract award and administration, leases, real property transactions, cooperative agreements, other transactions, and grants not under the Airport Improvement program, the incumbent reports directly to the FAA Administrator.

Responsible for an annual acquisition portfolio of approximately $5B and leads a geographically dispersed workforce of approximately 580 acquisition, real estate, property management, and acquisition policy professionals. This includes three executive direct reports and 16 K-band division managers, subordinate branch managers, and the contractor workforce that support acquisition and business services.

Principal Responsibilities

  • Counsels and guides the Administrator regarding significant issues related to acquisitions.
  • Maintains the agency-wide Acquisition Practices guidance for key disciplines such as program management, risk management, requirements management, metrics, quality management, and contractor management.
  • Chairs a cross-organization, executive-level Joint Resources Council to make recommendations for significant policy changes to the FAA Acquisition Management System, to make acquisition investment decisions, and to oversee the FAA's acquisitions.
  • Leads the development, certification, and implementation of the Acquisition Workforce Plan for the identification and development of the acquisition workforce, including identifying staffing needs, training requirements, and other workforce development strategies in the Acquisition Career Management function.
  • Represents the Assistant Administrator for Finance and Management and the Administrator on acquisition matters and serves as the FAA's liaison with Congress, the Office of the Secretary of Transportation, and representatives of other government agencies. The incumbent is the principal spokesperson on acquisition matters before Congress and is the FAA liaison to the Government Accounting Office, Office of Management and Budget, and Inspector General on matters related to FAA's acquisition policy and acquisition workforce.
  • Provides agency-wide direction and management oversight for the Purchase Card Program.
  • Ensures optimal acquisition services are delivered to internal customers; reviews and evaluates program performance to determine effectiveness and success in delivering shared services; and provides leadership and direction in the development of plans to correct deficiencies and improve performance.

  • Qualifications

    As a basic requirement for entry into the FAA Executive System (FAAES), you must clearly articulate and describe within your two (2) page resume evidence of progressively responsible supervisory, managerial, or professional experience, within the past 10 years, which involved management of a program or organization of significant scope and complexity, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

    LEADERSHIP REQUIREMENTS (LR)

    LR 1 - Achieving Operational Results

    Do you have experience in achieving operational results? If so, provide examples of ways you have exercised leadership to deliver significant results. Explain how you established goals, assessed outcomes, and improved products and services. Indicate how you identified and met customers' requirements and addressed the needs of stakeholders. Include examples of complex problems you solved or difficult obstacles that you overcame as a leader. Your description should include (1) the size and complexity of organizations you have led, (2) the scope of programs you have managed, and (3) the impact of your results on customers and other stakeholders.

    LR 2 - Leading People

    Do you have experience leading people? If yes, describe the size of the organization and number and types of positions you have managed. Discuss ways that you have established and maintained positive work environments and prevented or eliminated discrimination or harassment. Describe ways that you have mentored and developed employees and built individual and team performance. Discuss how you have established and led teams to deliver products and services. Include in your description experience in leading others in a matrix environment across organizations.

    LR 3 - Building Relationships

    Do you have experience building relationships? If yes, describe (1) the types of individuals with whom you routinely collaborate; and (2) the purpose and outcomes of the communication. Discuss your experience in communicating and cooperating with others to achieve goals. Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.

    LR 4 - Strategic Change

    Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.

    MANDATORY TECHNICAL REQUIREMENTS (TQ)

    TQ 1 : Demonstrated senior-level managerial experience providing oversight of large-scale acquisition programs, including skill in developing and applying innovative strategies and emerging techniques to complex procurement requirements for major technical systems acquisitions and services.
