Position overview :

The Illinois Department of Healthcare and Family Services is seeking to hire a motivated candidate to serve as a data discrepancy specialist with the Bureau of Provider Enrollment Services.  This position designs and conducts specialized descriptive and evaluative analysis pertaining to system discrepancies and policies for the provider enrollment service area of Medical Programs.

The ideal candidate will demonstrate excellent verbal and written communication skills, the ability to thrive in a high volume and fast paced environment and demonstrate the ability to collaborate with internal and external entities to ensure enrollment procedures are followed.  The preferred candidate should possess the ability to conduct extensive data analysis and work with internal and external entities to determine the best possible resolution for enrollment discrepancies.

Essential Functions

  • Under direction, serves as a Data Discrepancy Specialist by designing and conducting specialized descriptive and evaluative analysis pertaining to programs and policies for the provider enrollment service area of Medical Programs
  • Conducts comprehensive research projects related to health and Medicaid issues
  • Serves as liaison representing the Division of Medical Programs with other agencies and organizational entities regarding intra-agency issues affecting the management and scope of the Medical Assistance Program
  • Conducts analysis of the impact upon Title XIX programs of Federal and State Legislation and proposed policy changes
  • Consolidates and analyzes claim data for the Bureau of Hospital and Provider Services
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
  • Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master’s degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research
  • Requires three (3) years of progressively responsible professional experience in management operations analysis
  • Preferred Qualifications

  • Minimum of two (2) years of experience working for a large public assistance medical program analyzing provider enrollment operational data
  • Minimum of two (2) years of professional experience serving as a liaison with internal and external stakeholders regarding a public assistance program
  • Minimum of two (2) years of professional experience conducting research projects relating to Medicaid issues
  • Minimum of one (1) year of professional experience analyzing state and federal legislation to determine potential policy changes
  • Minimum of one (1) year of professional experience interpreting statistical evidence to develop policy options and recommendations
  • Conditions of Employment

  • Requires the ability to utilize and maintain state issued equipment such as a laptop
