Job Title : Information Technology Project Manager, Journeyman - Top Secret Clearance

Job Type : Full-Time, On-site, (Pending Contract Award)

Location : NNSY, Portsmouth, VA

Clearance Required : Position requires an active DoD Top Secret Clearance

Experience Level : (5-7 Years)

Certifications Required : PMP (Project Management Professional) OR ITIL v3 Intermediate Certification

Overview : MILVETS is currently seeking an Information Technology Project Manager, Journeyman - with a Top-Secret Clearance and 5-7 years of professional experience to oversee and drive IT transformation initiatives. The role requires expertise in managing complex technical projects, coordinating cross-functional teams, and ensuring project delivery meets organizational objectives. The ideal candidate will bring experience in network operations, systems analysis, and technology assessments, coupled with a strong foundation in project and risk management.

Key Responsibilities :

  • Manage IT transformation projects, including planning, execution, monitoring, and reporting.
  • Develop, manage, and maintain project schedules, ensuring milestones are met on time and within scope.
  • Conduct risk assessments and implement risk mitigation strategies.
  • Oversee quality management processes to ensure deliverables meet established standards.
  • Prepare and deliver project performance reports, including status updates to stakeholders.
  • Provide programmatic support in areas such as acquisition planning, budgeting, and resource allocation.
  • Coordinate with technical teams on system design, analysis, and integration activities.
  • Ensure alignment of project objectives with organizational goals and compliance standards.

Technical Expertise :

  • Proven experience in Network Operations (NetOps) C2 requirements and IT infrastructure support.
  • Strong knowledge of systems analysis, system design, and technology assessments .
  • Familiarity with programmatic and acquisition planning processes.
  • Expertise in schedule development, risk management, quality management, and performance tracking .
  • Proficiency in project management tools (e.g., MS Project, JIRA, or similar).

    • Required Qualifications :

  • Bachelor's degree in information technology, Computer Science, Engineering, or related field and 5 years of relevant experience; OR
  • Minimum of 5 years' experience managing IT transformation projects.
  • At least 2 years of experience in NetOps C2, systems analysis, technology assessments, or programmatic support .
  • Demonstrated ability to lead cross-functional teams and manage multiple concurrent priorities.

  • Demonstrated analytical and problem-solving capabilities.
  • Knowledge of federal acquisition processes and budget planning practices.
  • Familiarity with DoD, federal, or large enterprise IT environments.
