Parks And Recreation Manager
This requisition expires on October 5, 2025 but may close earlier if the position is filled prior to the expiration date. Responsible for managing all aspects of park planning, design, and construction of capital projects and private development and oversees the development and implementation of the Park, Recreation, and Trails System Master Plan.
Essential Functions and Other Important Duties
Duties
- Assist with the analysis, development, and implementation of long-range goals and objectives incorporating the City of Denton and department vision and mission and department's master plan.
- Oversee department projects from inception through completion including, but not limited to, construction projects, special projects, and private land and / or property development.
- Collaborate with internal and external stakeholders to ensure planning efforts are in strategic alignment with the City's long-term goals and master plans; work with Regional, State, and Federal agencies to ensure integration of planning efforts.
- With leadership approval, develops and implements the department capital improvement plan including, but not limited to parks, park facilities, public lands, playgrounds, sports complexes, recreation centers, restrooms and concessions buildings, picnic shelters, pavilions, bikeways, trails, electrical, water, wastewater, and stormwater infrastructure, art installations, and specialized facilities.
- Perform and manage technically complex, high-impact and politically sensitive professional planning projects, research, and analysis.
- Assist with establishing team performance measures, priorities, work sequences, and report team and program performance; review financial and program documents routinely to ensure projects are on track and within budget.
- Administer capital improvement projects including selection and management of design consultants, construction bidding process, and construction management.
- Utilize technical resources to complete planning functions including, but not limited to, computer aided design, geographic information systems location intelligence platforms, and construction management platforms.
- Research, develop, and monitor federal, state, local, corporate, and foundation grants; develop a schedule of programs, projects, and activities to obtain grant funding and oversee grant applications.
- Engage with internal and external stakeholders to disseminate information related to park planning, construction activities, marketing and promotional campaigns for facilities, programs, and services.
- Oversee designated areas and projects to enhance department operations and service to the community; establish, implement, and monitor operating standards for optimal and consistent service delivery.
- Stay up to date on applicable laws, codes and ordinances; interpret and adhere to applicable Federal, State, Local laws and ordinances, organizational and departmental policies, procedures, and standards.
- Prepare and present reports, documents, presentations, and correspondence, as appropriate.
Supervisory / Budget Responsibilities
Select, train, supervise, and evaluate staff; recommend assignment / assignment change, retention, discipline, and dismissal.Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.Other Duties

Job Requirements
Education, Experience, and Licenses / Certifications
Bachelor's Degree from an accredited college or university in Landscape Architecture, Civil Engineering, Architecture, Construction Management, Parks and Recreation Administration, or related field; and,Four (4) years' experience in construction management, planning, parks development, engineering, or related field; and,One (1) year experience in a management or supervisory capacity,OR
