Human Resources Department Position
This is a non-classified, at-will position. $78,332.80 $95,222.40 Annually. May be eligible for a 5% educational incentive for Master's Degree.
The Opportunity : The City of El Cajon is currently searching for a detail-oriented individual to join the Human Resources Department. El Cajon HR is a small but mighty full-service department that runs at a fast-paced, high-impact rhythm where no two days look the same, and teamwork truly matters. The Human Resources Department : The Human Resources Department is responsible for attracting, developing, engaging, and supporting the best workforce to partner with and service the El Cajon community. With a workforce of approximately 450 full-time and part-time positions, we offer a range of services, including fire and police. HR staff proactively administers citywide programs such as employee benefits, recruitment and selection, classification and compensation, training, and works in collaboration with City departments and labor groups.
The Recruitment Process : Applications and Supplemental Questionnaires will be screened for qualifications. The most highly qualified candidates will be invited to participate in an in-person Qualifications Appraisal Interview and Practical Exam, tentatively scheduled for January 14, 2026.
Typical Duties
Representative Duties :
- Provides administrative and analytical support for the Human Resources (HR) Department;
- Implements and processes employee benefit plans, life events, and citywide open enrollment;
- Reviews and monitors health premium billing and reconciliation;
- Prepares, maintains, and forecasts department budget, including annual financial reports and adjustments;
- Monitors employee leave programs, including FMLA, CFRA, PDL, and state disability integration;
- Administers the Americans with Disabilities Act (ADA) Interactive Process and ADA accommodations;
- Determines needs and assigns citywide employees mandatory training;
- Assists in conducting a variety of analytical studies regarding classification, compensation, labor relations, and benefits;
- Assists in preparing and evaluating programs, policies and procedures pertaining to human and fiscal resources;
- Maintains accurate records and files, and develops storage of records and retention schedules;
- Serves as a liaison with employees, departments, the public, and other agencies;
- Provides excellent customer service, general information, and assistance to the public.
Qualification Guidelines
An example of what may be qualifying experience : Experience : Preferably one year of full-time experience in a municipal government setting providing administrative and analytical support (clerical experience does not qualify as administrative). Work experience and knowledge of employee leaves, benefits, and department budgets within a municipal government is highly desired. Education : A Bachelor's degree with a major in public or business administration or a directly related field. A Graduate degree in a directly related field is highly desirable and preferred.
