SUMMARY
The purpose of this position is to perform a variety of complex technical and administrative work in a typical office setting and in the field. Supervises the inspection and enforcement of, and compliance with, laws, regulations, and ordinances relative to the installation and operation of boilers, elevators, air conditioning systems, refrigeration systems, pressure and process piping, fuel gas systems, amusement rides, and related and allied equipment and installations – public or private.
NATURE OF WORK
Supervisory inspection and enforcement work in securing and maintaining compliance with laws and regulations pertaining to boilers, elevators, air conditioning systems, refrigeration systems, pressure and process piping, fuel gas systems, amusement rides and related installations. Work involves responsibility for supervising and participating in the enforcement of legally established requirements for plans and specifications, workmanship, equipment and material. An employee of this class directs the mechanical inspection program and supervises those employees concerned with the inspection of boilers and other pressure vessels, elevators, escalators, other mechanical or land lifts, ventilators, air conditioners and refrigeration systems, gas pipes and appliances, and related equipment, installations and construction. Duties involve supervision of and participation in the examination of plans and in field inspections. Work includes responsibility for interpretation of and making recommendations for changes in applicable legal provisions. Supervision is exercised over a small number of subordinates and general direction is provided by a superior through periodic conferences and review of work
KEY RESPONSIBILITIES
- Participates in the maintenance of accounting records in a departmental fiscal operation according to established account classifications, subsidiary journals, general ledgers and departmental or statutory accounting procedures; advises on or makes adjusting entries.
- Directs the mechanical inspection program and supervises and participates in the examination of plans and field inspections.
- Interact courteously and tactfully with managers, co-workers, customers and / or vendors
- Administers a comprehensive mechanical inspection program, including plans examination; inspects building materials or structures and premises, enforces city, county, state, and federal codes and regulations relating to mechanical installations and use.
- Prepares and submits periodic activity reports of inspections and investigations.
- Interpret and recommend changes in legal provisions governing mechanical installations and use of buildings.
- Plans, organizes, assigns and reviews the work of subordinate inspectors and / or plan reviewers in the inspection of mechanical installation in buildings under construction for compliance with building code requirements and inspects sites before construction for practicability of plans.
- Exercises considerable independent judgment under the general direction of the Building Official. Participates in administrative staff meetings.
- Supervises and participates in the inspection of, and assists in the enforcement of laws and regulations pertaining to boilers, elevators, air conditioning and refrigeration systems, pressure and process piping, fuel gas systems, amusement rides and related installations and ensures compliance with the provisions of the mechanical related ordinances and pertinent state provisions; consults with and advises subordinates concerning changes in the law governing the operation of the division, new developments in the field of mechanical installations and proper methods of inspection.
- Holds conferences with division employees in order to obtain uniformity of action among the various inspectors; makes decisions on questions of policy affecting the enforcement of laws under his / her jurisdiction.
- Prepares changes in pertinent regulations after conferring with the Building Official and with interested organizations and individuals.
- Studies mechanical installation ordinances of other cities and new developments in mechanical installations and inspections with view to determining the adequacy of local ordinances; prepares drafts of ordinance revisions affecting mechanical inspections and installation.
- Receives, assists in and / or assigns the responsibility for investigation of complaints relating to mechanical installations and issues citations to violators and coordinates the prosecution of violators to assure compliance with ordinances. Prescribes the techniques to be used in the investigations and the appropriate forms to record them.
- Represents the Building Official in appeals of the Code before the Miami-Dade County Board of Rules and Appeals.
- Treats every resident, employee, attorney, public official, architect, engineer, fire marshal, builder, contractor, property owner as if he / she is a customer in his / her own privately-owned business.
- Confirms that all complete structures have the necessary Mechanical Inspection signed off.
- Confirms that all mechanical installation related documentation is included in the file prior to the issuance of a Certificate of Occupancy.
- Establishes policies, practices and procedures of the assigned activity and ensures that they are implemented to the approval of the Building Official.
- Reviews and approves features of plans for structural fire protection and public safety related to mechanical, answers inquiries concerning code requirements.
- Reviews and checks plan and specifications prior to issuance of permits of proposed mechanical installation. Discusses requirements of plans with engineers, contractors, builders or owners and the public at large.
- Authorizes the condemnation of faulty and hazardous mechanical installations; issues stop work orders; recommends the condemnation and demolition of buildings and structures to appropriate boards.
- Identifies and / or recommends cost control measures in the delivery of all services and functions in his / her department and under his / her area of responsibility
- Performs other related duties as assigned.
KNOWLEDGE, ABILITIES AND SKILLS.
EDUCATION
Graduation from high school or vocational school, preferably supplemented by college-level course work in mechanical engineering, thorough (4 – 7 years) experience at the level of standards required by the Miami Dade County Code and the Florida State Department of Business and Professional Regulations for the Chief Mechanical Inspect
EXPERIENCE AND TRAINING
Minimum qualifications shall reflect the requirements of the current Florida Building Code
Registered Professional Engineer Licensed in State of Florida, with five (5) years under that registration.
OR
Licensed Master General Mechanical, holding a current Certification of Competency from State with ten (10) years’ experience as a practicing mechanical master or journeyman general.
A valid Florida driver’s license
Must be eligible for certification by the Miami-Dade County Board of Rules and Appeals
Must meet all other licensure requirements set forth by the Miami-Dade County Chapter 8 and the Board of Rules and Appeals.
SUPERVISION RECEIVED
General and specific assignments are received as to beats or details and work is normally performed with latitude for the use of independent judgment in the selection of work methods and procedures, subjects to review through analysis of reports, personal inspection, and discussion
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
On a continuous basis sit at a desk and / or stand for long periods of time. Frequently required to walk. Frequently required to see, hear, and talk with employees and the public. Frequently required to read and / or present documents, write or use keyboard to communicate through written means, use a calculator to compute figures. On occasion it is requested to climb or balance, stoop, kneel, crouch, or smell. Intermittently twist and reach office equipment. On occasion it is required to lift or carry weights up to 20 pounds. Specific vision requirements include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.
