Senior HR Analyst
King County - Department of Local Services is looking for a strategic, customer-focused Senior HR Analyst to join our team. As the senior analyst, you will provide collaborative, professional-level, operations-focused Human Resource service delivery to the Roads Maintenance Team.
In this position, your focus will be recruiting for the Maintenance Section and developing and executing innovative strategies to source for competitive, diverse candidates for our trade positions. You will also provide strategic consultation to managers regarding their hiring needs. In this position you will work with employees and managers on management of leaves for the Maintenance Section. You will oversee and lead sourcing and career fairs for the department. You will be a partner with HR Team members to lead process improvements for HR processes within the department.
The ideal candidate is an experienced HR professional who integrates equity, racial, and social justice into all aspects of their work. They have proven expertise in full-cycle recruitment, from developing inclusive hiring strategies to training managers in equitable selection practices. Skilled in managing protected leaves, they ensure compliance, accuracy, and clear communication with employees and management.
They are collaborative, politically savvy, and adept at balancing multiple priorities in a fast-paced environment. Strong communication, sound judgment, and discretion are essential strengths. Technologically proficient in applicant tracking systems, human management software, SharePoint, and Microsoft Office, they leverage tools to enhance efficiency. About the department
King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county. Taken together, the population in unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office and the Road Services and Permitting Divisions. The Director's Office includes a robust Community Service Area group focused on identifying and responding to the needs of urban and rural unincorporated King County residents and businesses. The department provides a single executive point of accountability for delivery of local services to all the unincorporated areas.

Job Duties

- Manage and lead full-cycle, multi-faceted recruitments in a fast-paced environment, for trade positions, while partnering closely with hiring managers, leadership, and HR colleagues.
- Develop talent pipelines aligned with workforce planning needs, succession strategies, and critical skill areas.
- Monitor practical testing in uneven terrain and all types of weather conditions for trade positions.
- Source and engage candidates through online platforms, community outreach, and networking events, while building systems to maintain a pipeline of diverse, competitive talent.
- Promote King County as an Employer of Choice by generating inclusive applicant pools that support our Equity and Social Justice goals.
- Design and administer merit-based selection processes, including recruitment plans, job announcements, assessments, interview questions, and rating criteria.
- Prioritize and manage your workload efficiently, contributing innovative ideas and recommending process improvements to optimize recruitment outcomes. Each recruitment is project-managed to drive results.
- Build trusted relationships with hiring managers and candidates, delivering outstanding customer service and guidance throughout the hiring process.
- Protected Leaves Management. Determine eligibility for Family Medical Leave (FMLA), King County Family Medical Leave (KCFML), Paid Parental Leave (PPL), other Washington State protected leave laws and how they interact. Consult with employees and management, track leave usage, and coordinate with payroll to ensure accurate coding and manage leave donations.
- Interpret and analyze multiple labor contracts to ensure compliance.
- Utilize tools such as Word, Excel, SharePoint, NeoGov, PeopleSoft, and background and reference check systems to create and maintain documents, spreadsheets, tracking tools, and recruitment and selection processes.
- Plan, develop, and deliver HR Management programs, projects and trainings.
- Support and / or conduct workplace investigations.

Supplemental Information
Interview Schedule : Those applicants who pass the initial screening will be invited to participate in a 15-minute phone interview the week of 12 / 8 / 25.
If you are selected to move forward after the phone interview, you will be invited for a 45-minute in-person interview the week of 12 / 15 / 25.

Emergency Designation Status : This position has been designated non-mission critical - employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.
Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

Teleworking Requirement :
The Human Resources team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, WA, 98104.
