POSITION DESCRIPTION :
The Section 7 Consultation Biologist will support NOAA's Southeast Regional Office by reviewing Endangered Species Act (ESA) Section 7 consultation requests for completeness, drafting Requests for Additional Information (RAIs), and preparing Letters of Concurrence (LOCs) and Biological Opinions. The individual will correspond with federal action agencies, track and manage consultation activities, and ensure compliance with established procedures and deadlines. This role requires applying biological expertise to assess potential impacts of coastal and marine activities on ESA-listed species and critical habitats, maintaining meticulous documentation, and adhering to NOAA guidance, policies, and security protocols.
REQUIREMENTS :
- Bachelor's degree in environmental science or related field (ex. Biology, ecology, marine biology, etc)
- Critical thinking and ability to assess potential impacts to ESA resources associated with coastal and marine activities
- Knowledge and experience with section 7 consultations requirements of the ESA
- Strong understanding of the coastal and marine ecology of the Gulf of Mexico, South Atlantic, and US Caribbean
- Proficiency in Microsoft Office, Gmail, Google docs and Endnote
- Strong organizational skills with ability to work independently and comply with project deadlines
- Strong communication skills to effectively work with others, including diverse federal agencies
- Strong professional writing skills with the ability to simplify biological and regulatory concepts
- Participate in meetings to review Section 7 resources, discuss project objectives with team leads
- Maintain constant communication with Federal Action Agencies regarding Section 7 consultations
- Review Section 7 consultation requests
- Draft Request for Additional Information (RAI) and review federal agencies response to these RAIs
- Maintain and update the Activity Tracker spreadsheet on a daily basis
- Assist with drafting and completing LOCs (Letter of Concurrence) and Biological Opinions
- Address any comments on draft documents
- Submit monthly progress reports to team leads
