Primary Staff – Developer / Database Engineer (SDWIS / DW-SFTIES)

Location : EPA Region Regional Office (Denver, CO) remote work permitted by PWS)

Contract Type : FFP (GSA MAS S labor category mapping)

Education : Bachelor's in CS / SE / IS or related field (or equivalent experience)
Pay Rate
Derived from SMX MAS baseline for Software Developer I × Level II step-up × standard contract discount.
Target W- hourly pay band (candidate-facing) : $–$ / hour
Role Summary
Serve as the primary staff person supporting EPA Region 's SDWIS / STATE → DW-SFTIES transition and ongoing operations. You will maintain and evolve the Microsoft Access front end, manage Oracle regional tables / relationships, build / maintain REST APIs, implement security controls, produce reports / visualizations, and provide responsive technical support and documentation (SOPs / QAPP). The role includes monthly status reporting, on-call debugging as issues arise, and occasional end-user training or knowledge transfer.

Key Responsibilities
Design, enhance, and sustain the Access front-end application used by program staff.
Administer and optimize Oracle regional tables, relationships, and data flows.
Build and maintain APIs / integrations to exchange data with DW-SFTIES and related systems.
Implement RBAC, data hygiene, and security best practices for sensitive drinking-water data.
Develop reports / dashboards (ad hoc and scheduled) for program leadership and stakeholders.
Provide Tier technical support , troubleshooting, and bug fixes with clear SLAs.
Author and maintain SOPs , configuration docs, and QAPP / QA artifacts.
Deliver monthly status reports ; participate in planning reviews and briefings.
Support training / KT sessions for Region staff as needed.
Required Qualifications
– years in software / database engineering with demonstrable impact in production systems.
Hands-on : MS Access (forms / VBA / queries), Oracle SQL / PL-SQL , data modeling, and performance tuning.
Experience building REST APIs and data integrations (JSON / CSV / XML).
Proficiency with version control (, Git) and modern SDLC practices.
Strong communication skills; ability to work onsite with program teams and respond to ad-hoc needs.
Preferred
Public-sector data systems experience (EPA, state environmental, or drinking-water programs).
Reporting / BI tools (, Access Reports, SSRS, or similar).
Familiarity with QA / QC practices and QAPP documentation.
Scripting for automation (PowerShell, Python) and basic CI / CD.
