The Tennessee Department of Labor and Workforce Development is a state agency established to promote workforce development and improve workplace safety and health throughout the state.

How you make a difference in this role :

An employee in this class manages a comprehensive regional workforce services program that includes oversight of grants, local operations, monitoring, performance management, policy development, and partnership coordination. The incumbent works independently under broad policy direction and exercises considerable judgment and discretion in managing program goals, staff, and resources.

This position serves as a key liaison between the Department of Labor and Workforce Development, local workforce boards, and community partners, ensuring alignment with statewide workforce strategies and integration of tools such as the CLIFF Benefit Calculator to enhance customer outcomes.

Candidate should have the demonstrated ability to lead, motivate, and develop professional staff, developing and executing plans aligned with state workforce objectives, comprehensive understanding of WIOA programs, grants, and workforce policies. Candidate should have knowledge of tools such as the CLIFF Benefit Calculator, data systems, and performance dashboards supporting customer outcomes. Demonstrate excellent verbal and written communication skills; ability to present complex information clearly and possess strong partnership-building skills with public, private, and community stakeholders as well as have the ability to analyze performance data, identify issues, and develop solutions with measurable outcomes and demonstrated commitment to program integrity, compliance, and continuous improvement.

Job Overview :

The Division of Workforce Services is seeking to fill the position of LWFD Regional Director to provide strategic leadership and oversight of workforce development service delivery across a designated region.

The Regional Director also leads the regional implementation and utilization of the CLIFF Benefit Calculator to help Tennesseans make informed decisions about employment, education, and benefits as they transition toward financial independence.

Key Responsibilities :

• Supervises and participates in the development, analysis, monitoring, and administration of grants to local workforce development areas and community partners.
• Manages day-to-day administrative activities supporting regional and local program operations, including staff leadership, development, and coaching.
• Facilitates regional and statewide meetings to provide updates, address challenges, and discuss policy or waiver development.
• Collaborates with the PAR Division, Program Integrity Unit, and local boards to monitor program effectiveness and compliance.
• Reviews Memorandums of Understanding (MOUs), Infrastructure Funding Agreements (IFAs), and Resource Sharing Agreements.
• Monitors key performance metrics (KPIs) and provides technical assistance to American Job Center (AJC) staff and partners.
• Assists One-Stop Operators and AJC team leads with implementation of State, Regional, and Local Workforce Plans.
• Coordinates the regional and local annual planning process in partnership with the State Workforce Development Board.
• Collaborates with fiscal and program partners to process MOUs, IFAs, and Resource Sharing Agreements.
• Serves as liaison on state councils, taskforces, and initiatives related to workforce development and special populations.
• Supports community and faith-based organizations to decrease barriers and improve access to workforce programs.
• Acts as regional liaison to maximize access to resources and promote collaboration between AJCs and community organizations.
• Performs additional functions as directed by the Assistant Commissioner to support statewide workforce strategies and departmental goals.
